What you said about IG vs Squat formations is the whole point. If the baseline activations per Company is (random number) 3 and a Guard Company has 4 activations, it should cost more as a result. Similarly, a Company (Squat or otherwise) that gives 2 or just 1 activation should have a lower cost. How much higher or lower is the next question though.

A cost variable related to activations a formation gives is an idea interesting idea, however if two formations of different armies have the same amount of activations for that formation is the cost the same?
Or will that activation variable vary with the army?
The problem I see if that it is less about the activation of a particular formation, but more the disparity of activations in total across the whole fielded force, which is of course related to the cost.
In other words a formation that cost more will add less activations overall, simply because it is more expensive and thus you can field less of them, not necessarily because in it of itself it offers more or less activations. (If you look at the squat lists, several of the companies have the same amount of detachments/activations that IG counterparts, they just cost more or may have less models).
Thus I would suggest the variable (discount) to be used should be army based, since the same value per activation for all armies doesn't really change the fact that armies with costlier units will have less overall activations.
Is my point coming across clear enough?
Also, IF an army based variable is used, how is it determined? Which army is the "default" to which all others is compared?
As I've mentioned in other posts, I think a proper VP yields for winning the game, objectives and scenarios should be defined before worrying if activations have an impact.
We have yet to determine what the proper VP goals are for a given points played. What is the proper value of objectives (and how may should be used) or what scenario types and how that effects the previously mentioned parameters. I consider this more important to know BEFORE I can access if activations mean anything substantive.
I think I asked all this somewhere (probably facebook), but I think it got lost in the shuffle.
