OK, I have, as you have seen, a mess of Epic Troops. Some are painted well enough I will leave them alone. Some are in need of repainting, and some are waiting for their first paint job.
It is those who are in need of repainting I want to talk about.
Would you try to strip them? Would you just paint over them?
If you would just paint over then, is their any need to prime them then?
Next Question, I have a few stands (well OK a cople of companies worth) that have broken or missing barrels for their guns. I was thinking of basing these together and saying they are jst using "Laser Carbines" or what ever. Would this bug you guys? Would you have a problem with them?
Last Question: Unlike many of you, I am neither greatly blessed with mini painting and basing talent or artistic ability. As such, do you think armies that are painted, but not flocked are a problem? If the base is painted a color (like the basic Grass Green) do you think that is enough?

Re stripping - depends: if the paint is thick or textured, and especially if they're metal, yes. Otherwise, no. As an example, I'm not stripping any of the marine stuff you had sent me in our deal.
Re broken barrels - no problem, as long as you state which pattern and mark of carbine. 
Re basing - flock looks good, but a change is ok. My only reserve is that I don't like green bases: a white base could represent ice, sand or brown could be stone, grey could be stone or cement. But grass green bases without flock are not to my personal taste.

One whether or not to repaint it really depednds on the specific min. somtimes all you nned is a light coat of black primer and sometimes you need to stripe, which I don't like to do. It just all depends.
Two, I would have no problem with the laser carbine solution.
I do think flocking adds something to the base. I don't think it's hard once you get going. I recommend using woodland secenics. just a little Elmos glues and a quick dip in the flock.
doing this doesn't require sand or drybrushing the stand.

Mate, many issues close to my heart I have had to deal with myself over the past year in building my IG Army...
I stripped those grunts who were downright nasty with thick paint. ?I havent started my orks because of that damn enamel paint though. ?If they are already painted justgo straight over the top. ?Take a moment thougha dnsee if you can just add a highlight and some details to turn the existing paintjob around to something you like and save yourself lots of time and effort.
I had some broken gun guys too - they are equipped with combat shotguns - "I like to keep this, for close encounters". ?Especially with Codex Grey Guardsmen, they are too valuable to waste
Flocking - dude I hate this. ?You may have seen in my army that I have painted the ground green, and this is in preparartion for flocking, but I just never get around to it. ?One day I will. ?I just need to steel myslef to PVA a few hundred stands and drop them in the flock. ?That whole sand, paint, drybrush method? ?Sod that...

just to add. If you have seen pictures of 40K space marines. Their bases our flocked simply with elmos glue and woodland scenics flocking. This was done simply over a black base. It comes out pretty good.

Thanks for the input guys. I have two issues to deal with. One is the number of broken Codex Grey IG troops that have broken guns. I do not want to give them up, so I thought the "carbine/SMG" was a way to keep them.
As to the whole Flock issue. I dislike two things, 1 the time it seems to take (I know this is more perception then fact) and the mess it seems to leave for long after it is done.
I had flock falling off my 40k IG for years later. 
OK, so I think I will move forward with the repainting and clean up on the IG guns. The flock I will give some more thought to.

Hi!
If the paint is not too thick I just paint over them. It has worked in the past If its too thick then I think you need to strip them.

Las-carbine/SMG/Cbt Shotgun, works for me ! ?I generally base coat everything black too.

Laser carbined etc. sound cool - just make sure you right up a weapon profile for incoming
You're going to hate me for saying this, but basing makes a really big difference to the overall effect of a mini, especially in epic scale where the base makes up a large percentage of the "miniature" viewed from a gaming stance. A decent base can make epic minis even with a poor paint job & make them look very good on the table. My vote would bethat it is well worth the time invested, although I would avoid going the whole hog & trying the painted sand effect on square bases - just use a selection of flocks!

I thought that I was the only one around here who couldnt paint for toffee! A little while ago, my solution to bases was to throw a load of fine sand into a pot of green paint. Slap that on the base and the give it a quick dry-brush. It is faster (a bit) than actually flocking and because the material is mixed in it doesnt shed hardly at all. You could even varnish it to seal it in after. Looks pretty good for my taste.

I got tired of painting my Eldar troops in desert bases, and this was one of the main reasons I've switched to the snow theming
It looked really nice, but was dreadfully time consuming, so now I'm snow basing using a much quicker method~
-paint base with thick (but neat) coat of white paint,
-sprinkle on a little sand,
-paint over with white again,
-dip in baking powder while paint is wet, and pant base edges.
