No idea if this has already been done, but are there any rules out there for the Phoenix Lords?
Checking their background I'd imagine them to be basically super-Eldar if you will, almost what a Primarch would be compared to a normal Space Marine.

None have been done...So Dave suggestion of using the Autarch is the best option..

Pretty sure that most of the metal exarch models from the avatar set are meant to be the respective phoenix lords....
