EA is the game. Everyone playing 4th edition is playing EA. NetEA is a group that produces additional supplements and trounament ready lists and maintains an FAQ integrated version of the original rulebook content. It is one of man groups that continue to produce content for EA (other big ones are the
EpickUK group and the
EpicAU group). You can get to everything that the NetEA group has at the website

That's not really a system conducive to list play reporting. It is used to maintain the completed content used to generate Tournement Pack however.
So in short the process is roughly:
Each list has one or more people responsible for testing and designing the list (we call this a listAC or subAC for Army Champion). They take feedback, help provide guidance to the community looking for things to test involving both theme, playability, and gamey/unintentional power combos, etc. Each list has a single thread in the NetEA development section here clearly labled. It will be placed into the appropriate area based on faction (GUard, Marines, Chaos, etc). Some of these faction sections have an index thread stickied to sort out who and what is going on (see this
example here for marines for what I mean). The ultimate goal it to produce a thematic list that is balanced for general tournament play using the GT Scenario from the EA rule book. The points target is to make them usable from 2k-5k with 3k being the "sweet spot". Once the list settles down from wild speculation and changes (what we call Experimental) a faction AC (they're responsible for all the lists for a faction, not just one) can choose in consultation with the listAC to classify it as Developmental. Basically that's an indicator to the community that this list structure and concepts are generally fixed and working and we're more in a matter of validating her. Once they feel it's right, they need to collect 18 details battle reports with the proposed final version of the list from at least 3 separate groups. This data is used by the Rules Committee to confirm that we've done our job in making sure we've not gone off the rockers. If good, it is "Approved" and it goes into the TP.
The approach is used to organically grow and use a "genetic" system for development. Basically if people want xyz, they'll help develop it. If it's too niche or the approach is "wrong" or disliked, it goes nowhere (by design).
Basically the best thing to do is jump in somewhere that interests you and get up to speed with the current discussion and play away!

Depends on the thread. A hobby thread is only going to be active hen that person produces something. A list development thread is as active as the community is interested.
