Yeah, the detail you could put in to companies in Epic 40k was great, one of the best things about that game. And I'm not much of a fan of the creation of lots of sub-lists either. I like the split in to Vraks and LatD, but any more than that would be too far.
But within lists, flexibility is good so long as it avoids weakening the overall theme. In this case I think you keep the theme by preventing Imperial stuff being taken in stand alone formations - so you can't take 6 strong Leman Russ formations, but you can add a Leman Russ or two to a Coven. Then there's the flexibility to add that kind of thing if you want to, or you can just focus on dedicated units if you want.
Anyhow, I think my idea or similar notions are probably best either put in the main list, or dropped entirely. If the idea isn't popular enough to merit inclusion in the main list, it isn't popular enough to justify yet another sub-list.
