It's not meant to make it safer for the buyer, it's meant to protect the seller from international buyers claiming they never received a package. Yes, it delays arrival time and costs the buyer more. But they're aware of the price before they bid and if they weren't aware of the delay the first time, they will be the second. And yes, it's another way for eBay to make a buck but a company doing that shouldn't surprise anyone.
There's plenty to be annoyed at eBay about from the seller's point of view (fee increases with no noticable service increase, final value fees now including shipping, etc) but this isn't one of them.
