Image restriction is something that can be changed as required.
Forum accounts were on required where they were actually required. By this, I mean that they were required for submissions under the old system as you needed to be a member to post your picture. The newer system does not require submitters to be members here. Voting has always required membership of the forums, for the same reasons. I would hope that people painting Epic for the competition would be signed up here and participating in other ways as well, but I dont want to require it as I am very aware that the Epic community expands way past the TacCmd borders.

I dont think that we can necessarily judge the popularity of the method via the number of submissions. As has been pointed out, there are many factors at work here. However, I have to admit that having a thread is a constant reminder of the time ticking away to get entries in. Just so long as people dont see a particularly great entry and get put off submitting their own. So, how about having a submission thread, but restricting the best pictures until the end?
I have to admit that I would be largely against two methods of submitting pictures. It gets overly complex. As an alternative, if we have a thread and someone really wanted to stay anonymous, I could post the pictures on their behalf.
