If my, say Titan, takes a point of damage in the end phase from its reactor critical, is this going to cause a blast marker (and does it take place before or after rallying?)?

All end phase critical rolls take place before rally rolls are made.

As for taking BM's I'd say yes and don't forget to roll to see if the damage is also a critical.

3.2.4 Blast Markers
Every time a war engine loses a point of damage then the
formation it is part of receives one Blast marker.

The check for titan damage etc occurs before rallying as Dptdexys says, including any BMs resulting. There was a debate about 'cascade' criticals earlier on in this thread, and the concensus was that they do indeed chain, so someone using "the dice of Dave" could potentially destroy a Warlord from a single critical. Obviously this is highly unlikely - unless you are called Dave and use 'left-handed dice' in which case it is almost a racing certainty

Probably a stupid question, but does this override Dangerous Terrain Tests 1.8.1? In Chapter 3, there's no mention that it wouldn't, and some that it would.

I would say it does not.  In this case, I have to go with the fact that the design principal is that kills/DC damage causes a BM unless otherwise noted, like 1.8.1.

But I could see how someone could argue that it would, as Section 3 could be seen as special rules that override the core rules.

Unfortunately, GW's philosophy on making rules legible means they don't always delve into all the fiddly exceptions-to-the-exceptions.  I don't think it is an override as much as it is incomplete.

Relatedly, something that came up in a recent game - when an explosian has X radius - do warmachines block potential damage using normal LOS? Eg 3 steam gargants in a straight line, one on the end blows, but the middle one blocks LOS to the 3rd or not?

WE's don't block LofS for critical explosions when the notes from the critical hit effect states any or all units are hit in x cm's etc.

IIRC this was confirmed by when LoS was asked about for deathwind attacks.

TRC's original question is covered in the FAQ's
3.2.3
Q: if a Titan loses an additional point
of DC due to the effect of a Critical Hit
in the End Phase, will this place a BM
and/or can this loss of DC inflict
further critical damage? Can this loss
of DC be avoided by shields?
A: Additional damage inflicts BM and can
cause Critical Hits normally. Such damage
may not be avoided by shields.
