You could always play 40K with epic figures - makes for a much smaller game as well, so is easier to set up though measuring is a bit more fiddly. If you check out the discussioin thread you will find that several people have tried this.

Back on topic, if you check section 1.1.2 Stands, you will find that Vehicles are represented by a single model while stands are used "where moving the individual models round on their own would be very fiddly with Epic scale models". There follows guidance on the number of figures to mount per stand.

These comments, together with the comments from those involved in the development of the game suggest that Epic Armageddon is a 1:1 representation, or at most, 1:few. This is at least in part because the power of modern weapons has caused troop density of modern battles to get less and less, resulting in the phenomena referred to as the "empty battlefield".

Yep, keeping your dispersion is a common principle of modern warfare.  Bunch up and you're Big target ...    Whether you are AFVs, Trucks, Grunts, etc. - spread out !
