I think it will be extremely difficult to do this.  There are way too many arbitrary restrictions in the 40K verse for this to work.  For example, you'd have to distinguish between walker AV capacity and regular AV capacity - Dreads and Rhinos in a Landing Craft.

What would be the advantage of such a system? It seems to me that there might be a few datafaxes that would be simplified, but trying to specify that Thunderhawks can transport infantry, terminators and dreadnoughts while land raiders can only carry infantry or termiantors and rhinos can only carry infantry... seems like a lot of work - what do we get out of it?

While it's a nice idea in theory, in practice it'd be just as complex as the current system, and less clear.
