I personally don't use them but I think their main role is to spot for Tau artillery by using their markerlights. I however think that Stealthsuits are better at this and use them instead.

Yes, but mostly as a last respot or stop-gap unit. They are a nice cheap way of having a backup unit to speed forward to hit marked enemy units and plug a gap in the Tau battle line.

In 40k, a Piranha is usually used like a land speeder (although the fusion gun is technically an upgrade), but a pack of them is enough to put down even a superheavy tank or light Titan.
haven't used them in E:A yet, but the E:A statline means they would pretty much have to get fatally close to infantry to do much good (same problem with giving them fusion guns, but a lone DC3 war engine is a much softer nut to crack, compared to an infantry unit, especially when wounded)
