If i understand well, one of the most important benefit of the terror, is that the target that is charged cannot shoot in response, even on first fire. One of my eternal adversary is a fellow GI player, so he's a fond of snap fire, even with the -1 malus, it's still hard to reach him alive.
Today i played tyranids for the first time, and the bio titans cause Terror. We have a discussion about this.
Are titans subject to terror too? For exemple you run on a titan on first fire order, he still cannot shoot as a normal target? My friend says "no, titans doesn't make moral test so they are immune to psychology". I say "yes, they are just unbreakable as they are lone target, but the crew is still frozen by fear".
And for realism, the way that terror work is a bit strange:
For exemple, tank A, B, C are on first fire. You run on tank A with a blood thirster. The Tank A cannot fire because of terror, but the 2 others can. How does the tank crew knows that only A is the target? (In the case that the thing making the terror is very fast). Why the tanks cannot shoot before the thing comes too close (for example, a bio titan can make 50cm in charge, so a target in first fire could shoot it before knewing he's the target...)
But for games purpose i understand it is hard to make terror a rule easy to apply. We thought about a zone area. For exemple, targets of the same or lower class around 15cm of the target cannot fire at it when it moves, but that's still crappy for something who moves 50cm and could be snap fired before it reaches the main target...
