The standard SG is using is that they don't want to release a list that will require OOP models to be viable. L&D, once infantry and daemons available on chaos sprues, should be a viable list using available product lines (Imperial, mostly). I don't think the daemon engines will make it back into print and that was causing the heartburn. But even without them everything else on the list will be available and a range of potential army types and strategies will be feasible.
That doesn't mean they will definitely decide to make it "official" but everyone on the ERC said we thought it was good enough to do so. I will be surprised if they continue to keep it unofficial.
I agree that LatD should be official. The core units would be available, and if it is only the Daemon Engines that are holding things up then I dont think that this is a problem at all... in fact, these are exactly the units that actually benefit from players scratch-building and converting their own.
I cant really think of any Epic player that would not want the LatD list to be made official, as it has gone through the same playtesting as the other lists.
