Why would troops not just fire on them? Being forced to take either a move or engage action seems a little harsh to me - you can't just blast those sentinels like most other formations?

An Engage action is troops firing on them.

If you are facing a harassing force that is definitely "in your face" careful coordination of fire and adjustment of aim as from a Sustained Fire action is not a realistic possibility.  Doubly so if the enemy is widely dispersed, fast moving, and/or unusually stealthy, which describes most Scout formations in one way or another.

I don't think it's harsh at all.  As I noted, in practical terms it is more a delaying tactic than anything else.  And if it is done so that a rinky-dink scout formation successfully puts a serious crimp in a big formation's plans all I can say is that they should have been supported better. :D

I think its one of the few things that defines scouts - a sort of harassing ability they otherwise wouldn't have.

Alright I'll accept if for now :;):  I guess I just have a hard time visualising a clanky old sentinel achieving the result. Visualising most other scouts like Eldar snipers or marine scouts doing it is a lot easier...
