Umm, it is better to consider the core rules separately from the Races lists and their associated "special rules".
The original E:A rules had some flaws. Over time FAQ and errata were developed to correct these flaws and they were all put into a single set of proposals for GW. These proposals got incorporated into the "Handbook", but when Jervis Johnson finally returned them the proposals had been significantly reduced to the 2008 Errata and 2008 FAQ. The rejected suggestions were almost entirely related to the various races rather than the core rule system. So as others have pointed out, there are essentially two "core" rulesets:-
- The original E:A rules + the official 2008 Errata and FAQ (available on the Specialist games site). The site also has various 'official' army lists.
- The "Handbook" that tried to incorporate all the FAQ, Errata and official army lists in a single document. This includes additional material rejected by JJ in his review.
While there are some differences in the Races and army lists used by various countries or gaming circles, these are minor. Although these differences may alter the look and feel of Races, they all still operate under the core rules.
Note, although there are moves to provide further clarifications and a revised 'single source', these are still under discussion and development. Obviously they may be used as required, but they are also likely to change over time.
