If I get around to Eldar and want to do Spear's I might butcher some old school exarchs for the wings to add to jetbikes as a proxy.

Since our group does not use the E-UK lists I tend to use 2x Striking Scorpions 4x Dire Avengers and 2x Dark reaper Exarchs.

I wanted to ask a similar question about using aspect warriors.

Do I NEED aspect warriors in a list when I'm learning the rules?

The stands go for crazy prices on eBay and I don't have many at all from a job lot I got years ago.

I DO have a shining spears blister, but am completely missing things like Warp Spiders, Howling Banshees etc.

In brief, no, but they do help

For most Eldar lists, Aspects are the only formation that can have the Autarch upgrade, the Eldar Supreme Commander, vital for the SC reroll. In this sense the Autarch and therefore the Aspects are required to ensure the list operates reasonably well.

As to particular Aspect types, most are roughly as good as each other but operate in different niches so just play with what you have for now. You don't need Warp spiders or Howling Banshees per se, however it is usefull to have Wave Serpents, Vampires and Storm Serpents and / or Wraith-gate in order to deliver the aspect formation.

Otherwise your Shining spears will work well. They are a really good unit to have running around. A great save and by having them on jetbikes you avoid getting tranie popped when someone blows up a wave serpent.

The ulthwe list is a good alternative, although Biel-Tan can go guardian-heavy too.... mechanised guardians are one of my very favourite formations in the game, fast and flexible and they hit like a mallet to the back of the head

You would be fine with shining spears as your only aspect formation and a way of bringing the autarch, just try to get some revenants in there so they don't end up as BTS....
