I don't have the rule mod to hand, but don't Epic's standard rules cover this situation?

Whenever you have a fraction, round up to the nearest integer, generosity rules where 6mm soldiers are concerned!


Therefore you have 1BM, the Marine Special Rule rounds it down to 1/2, and then when it comes to combat resolution time, that 1/2BM is rounded back up to 1.

Any other result seems kinda complicated (And Epic is supposed to be Complex, not Complicated), and if the new wording on the Special Rule indicates otherwise, it should be changed to a more simple form without so many clauses and sub-clauses (If they're there at all, as I said I don't have the Errata to hand).

I'd be fine with that ; At least that wouldn't break a basic game mechanic.
