As an idea to simplify the Bastion placement issue, you could just have it replace only the Blitz objective. You'll always want to defend the Blitz in the game and it relieves the issue of having to defend one of the forward objectives. I guess this would be similar to the Necron Tomb Complex. You'd then have the option to do so or not as you see fit.
