These are just some things to think about. Mostly, I'm not quite sure of the intended use of some of the formations.
Big warband, 2 extra boys, 2 dreads, 1 kan
Warband with 8 kommandos and two extra boyz
Warband with 10 big gunz
Warband with 2 extra boyz
Warband with 2 extra boyz
I don't follow the thinking behind this arrangement. There should be plenty of Nobz, but not enough grots to get all the "free" ones with the extra Boyz. I think you could stretch this out a lot more effectively (more models/fewer points) by buying more Big/Uge warbands. Also, I'm not sure about the model count in the infantry boxes, but it looks like there are too many models for just 2 boxes.
I would cut all the extra Boyz and make one of those a Big Warband. The Warband with Big Gunz is interesting. Personally, I usually go for a dedicated Gunzmob, but building it on a Warband should provide a very tough formation for parking on an objective.
If there is any way to scrounge up 1-2 more Dreads/Kanz, they should be put in a basic warband, not the large. Optimally, you will want 4-5 AVs (instead of just 3) so the infantry can use them to claim cover if you need to cross open terrain.

I'm not sure about this one, either. Personally, I've found single mounted warbands to be sufficiently large on their own. Also, the mix of AV transport and WE transport will allow the enemy to pick their optimal targets. I would tend to break this into a Wagon mob and a Fortress mob.

I might break this one up as well. Stormboyz with the Bikes give the ability to shoot/place BMs and support a follow up assault. The bikes' 15cm range is fine for that. The Deth Koptas could then form a separate formation where their additional range and skimmer ability could be put to better use (pop-ups and such). The formations might be more fragile, but it's more flexible, the formations are more dedicated to specific roles, and the discount for Big Blitz Brigade would shave points.

The FW battle wagons would make better Battlefortresses than Gunforts. They just look like cargo/troop carriers. If he used them as Battleforts, he could have a Big Warband mounted in a pair (like the fort/wagon formation above) and he could have another Warband mounted in the Battlewagons, giving a second Warband mobility.
I think the big thing I would do is re-arrange the warbands to take advantage of the Big/Uge point breaks. Something like:
Big Warband w/ Battleforts Warband w/ Battlewagons Big Warband w/ Kommandoes Big Warband Warband w/ Big Gunz w/ Oddboy Warband w/ Dreads and Kanz
That's the same number of formations, with comparable formation sizes and about the same number of total units. It has one less Oddboy but it's almost 400 points cheaper (so it shaves 300+ points, not counting the Oddboy) and it has another mounted formation.
Kommando warband garrisons way out front with the intent of getting in the enemy's face ASAP and harassing with the Scouts. Gunz warband garrisons on OW with good fields of fire to function for area denial and holding a good objective. The Mech warbands move to reinforce as needed. The gargant can stick with one of the smaller mobz to move/shoot while the mob threatens assaults with Gargant support. The remaining big Warband can garrison or plan on simply rushing forward, depending on how terrain allows for garrisons.
The Blitz/Oddboy can hang back and hit targets of opportunity, then rush for objectives late in the game if it survives. The enemy will have too many units in their face to worry about them a lot. The Stormboyz and Deth Koptas can do likewise. Stormboyz can also garrison if the situation allows.
You've already identified the major weakness - AA. I'd say that really needs to be fixed for the list to be viable at 4000 points. The points saved by a Warband reorganization and a few more from splitting off the Deth Koptas could fit in at least 6 FBs, and possibly 8-9.
