Actually, I'm just currently duplicating the stuff from Codex: Eye of Terror for storylines, just like the EPIC rulebook duplicates Codex: Armageddon, since that is the 13th Black Crusade information source.

As to planet, well, with the Cultists being the "Stigmatas Covenent", it does seem to be happening/focused on Cadia, as that's where they arose.

For the alternate lists, well, Ulthwe is basically, just three pages of stuff, one for new units, one for the Tournament List, one for "fluff".  The Imperial lists probably won't have tonnes of new units, just varied organization, with a few additions.  I'd love to include the Armoured Variant, though I think it needs more playtesting.  Gonna check Codex: Eye of Terror to see what Chapters were fighting there, though I think I remember Imperial Fists figuring in prominently.

I'd be very happy to put forwards the Krieg... especially as they have a strong anti-Chaos theme, and all but 2 of the models are currently in production (Gorgon & Macharius, with sensible conversions worked out for both).

If we're looking at the Eye of Terror storyline there were some scenarios published. If anybody has a complete set, these could be republished as well

I have webpage archives of the seven EPIC scenarios GW did for the Eye of Terror campaign or are you referring to something else?

I remember those ... that was a great idea, melding all game scales in one campaign. Those were  Good E:A scenarios, too.

I would agree for a couple of reasons:
Raiders is already a lot of work with three army lists - I can't imagine five being something that can be done without tremendous effort and resources.
Using up so may lists takes the opportunity away from another possible supplement.

If I can make two general suggestions
1. Keep the supplements in the 2-4 list range.
2. If you have a grand campaign idea like the Eye of Terror, try breaking it into two separate supplements where each one compliments the other. Eye of Terror I and Eye of Terror II.  Build the first storyline and campaign in such a way that the second one can be written into it/around it/in addition to it.  Each supplement can have a team of developers and they will find moving that forward to be a much easier task.  Freely share information between the two teams on the storyline, progress, etc.

My two cents from marching around in this mess for the past few months.  With all that said, I think you'll have an easier time than we are with Raiders due to the availability of the models and popularity of the lists.
