Well, I won't make my usual suggestion of Exodus Wars Guild Prefect troops (oops ? ). ?Instead, I'll offer my old solution.
Before I heard the Chaos sprue would be re-released, I planned to use Eldar Rangers(Scouts) and Farseers. ?As Neal suggested, the helmets do indeed resemble the cultist heads. ?Maybe not the easiest thing to collect, but I think they look the part.
