Why not do both?
The lists would have a lot of overlap as far as units. All you would need to do would be to add a second army list to the doc. That would eliminates the pressure to include as much as possible in one big list. You could allow hardcore fans to have lists for all the "kewl khorne 'kwipment" but at the same time you could focus the lists to make it easier to test and easier to define the flavor and style. Everything gets used without risking the "kitchen sink" feel.
Legionary World Eaters - stronger marine flavor, more marine equipment, more elites, more ranged fire for strategic use, titan support
World Eaters Warband - fanatical warband flavor, more exotic chaos gear, beastmen/hordes/fodder, heavier CC, daemon engine support
I know that with respect to fitting daemon engines into the 40K timeline that there is a general feel about the older, 1990s era engines being Heresy and the newer stuff being more recent. Part of the reason for that is most of the stuff written about the Heresy was done back with the old daemon engines concepts. However, it's been retconned so much that I don't think you necessarily need to stick with that.
Instead of splitting it that way, I'd match daemon engines to the style of battle the lists are supposed to represent. The legion-focused list would have fire support daemon engines and maybe a few assault engines. The warband version would have the CC-oriented and limited access to fire support.
As far as formations, I don't want to get into detailed suggestions, but an illustration of the kind of split I am referring to might be something like this:
Legionary
Core - Berzerkers, Bikes, Khorne Marines (non-Berzerker)
Support - Chosen, Terminators, Daemon Engines, maybe CSM Armor, maybe Juggers
Warband
Core - Berzerkers, Bikes, Chosen, maybe Bloodpack
Support - Terminators, Juggers, Beastmen, Defilers, Bloodpack (if not above), Blood Slaughterers and/or assault engines
