I wish this were true.
On the issue of the free SC - I think I have to concur with E+C here, it seems a bit off that the SC is free for cultists and BL, particularly when comparing to Space Marines.
That said I think the marine characters seem overcosted anyway.
I wouldnt cry over a 25point or 50 point charge for the supreme commander for either of the chaos armies.
