A Fire Support Squad in the Imperial Guard are 6 guys forming 3 weapon teams with one heavy weapon per team.

I'm ok with the transport capacity change.

Yes but in Epic its clearly a section with 3 heavy weapons. So the FS upgrade in the standard steel legion is 4 squads.

It's not about the upgrade. It's about the Command Platoon.
In the last (not current) Codex iMperial Guard a Company Command Platroon constisted of one Command unit and 0-5 choices from this list:
0-2 Fire Support Squads (with 3 Heavy Bolter and/or Autocanons per Squad)
0-2 Anti Tank Squads (with 3 Lascannons and/or Missile Launcher per Squad)
0-2 Mortar Squads (3 Mortars each)
0-1 Sentinel Squadron (1-3 Sentinels)
0-2 Special Weapon Squads (up to 3 Flamers/Meltaguns/Grenade Launchers/Demolishion Charges/SniperRufles.

For simplicity i treated the first three as Fire Support units in Epic and attached 5 of them, (5 choices) to the Supreme Commander unit to form the Command Platoon.

I *really* don't think we should be basing (no pun intended) the transport sizes of models based on the number of models on the stand, *especially* the GW Fire Support model as, technically, since each one of these things is *ONE* model, you'd need at least three on a base to be a valid unit... *laugh*

Since the unit has "two shots", I think it's pretty safe to assume it's two "fire teams", perhaps with a comm or other support person, making up the unit.

Indeed. There should actually be a loader in there as well for the autocannon :)

I personally like 3 weapons giving 2 shots, after all the guard aren't that keen on accuracy :)

Those shots are still only hitting on a 5+/6+... I don't call that accurate, especially as it's a hail of fire from an automatic weapon! :)

No. As I see Epic as an abstraction for the steel legion somewhat. Of course if you want that sort of thing you can do it, but the chimera is a nifty tank for 25 points and you need to look at the fact that formation is highly unlikely to be slowed down from losses!

Ok some ideas for the HQ:

It makes no sense that the Comander of an Infantry Company is the Supreme Commander of the whole army. Why should a Tank Company Commander take orders froman Infantry Company Commander? Both should be of equal rank.

Solution:
Steel Legion Command Platoon gets only a Commander unit.
The Commander unit can be upgraded to a Supreme Commander unit (representing the Regiment Commander) OR the whole Command Platoon can be replaced with a Leviathan (which also has the Supreme Commander ability).

Something like this:
Steel Legion Command Platoon*. Cost 450pts

Upgrade:
0 -1 Regimental HQ (only for Command Platoon)
Replace the Commander unit with a Supreme Commander unit. Cost: +50pts
OR
Replace the formation with a Leviathan Command Centre. Cost: Free

*If really fluff nutty you could have one Command Platoon for every 2-6 Mechanised Infantry Platoons.

So i did the aforementioned changes with some modifications:
Command Platoon isnow with aCommander only not a Supreme Commander. Cost decreased to 400pts.

Upgrade which can only be taken for this formation which exchanges the Commander unit for a Supreme Commander unit for +100pts OR the whole fornmation for a Leviathan Command Centre for free.
