Finishing up the change doc. I want to get opinions on how to handle a couple niggly bits. First, the clarification to the horribly written transport rule:
(White Scars Transport Special Rule, second and third paragraphs)
Note that many formations don?t receive transports, usually because they can?t fit into them. Detachments that come with vehicles will be noted as having ?plus transport? in the Units section of the detachment list below. White Scars detachments must take the transport vehicles for a detachment ? you cannot leave them behind in order to use the unit as a garrison. You can only choose to ignore this if the detachment is instead to be deployed by air transport (Thunderhawk or Landing Craft), either conventionally or via planetfall.
Alternately, you may choose to deploy the White Scars force with drop pods. If you choose to do this, all detachments in the army which are eligible to be deployed from drop pods must do so. If you do choose to use drop pods, then the affected detachments will enter play in drop pods using the rules for Planetfall (see section 4.4). Note that you will require at least one Space Marine strike cruiser or battle barge to deploy the drop pods from. Formations which are not eligible to be deployed from drop pods must adhere to the transportation requirements above.
Then, the Terminator formation:
Terminator Four Terminator units (must purchase Land Raider upgrade or be deployed in air transport) Commander, Land Raiders 325 points [No teleport option]
Land Raider [upgrade] Add 4 Land Raiders 350 points

Ok for me. Solves everything.
I would add the following line "White scars terminator may not teleport and must purchase Land Raider upgrade or be deployed in air transport" in the transport rule, so that everything is at the same place.
By the way teleport could be allowed for them if the whole army is deployed with drop pods, no?

I think you need to clarify the "whole army in Drop Pods" bit as lots of stuff won't fit in Pods. Should this read if one formation is deployed from Space, then all formations must be deployed from space.
Also, should there be more than one Strike Cruiser, as one is probably not big enough to carry all the formations etc.

Not as it's written. I don't believe that's the intent, either. I know there's an argument to be made for it, but I really think the purpose of the rule is that every unit is transported by vehicle or air and the Drop Pod was intended as an occasional exception.
The Termies have to either buy transport - LRs or air transport - just like every other infantry formation in the army.
