Changing EoV:s in each game could be fun!

This is so laughable on idea level already, I really don't see reason why should this kind of twisting to be allowed. Who will decide first which weapons/units he'll use?

I personally wouldn't dare to say my opponent: "hey, what army are you playing, I'll tune mine to utterly crush you, have a nice game."

Lists should be fully written before tournament, with all units and upgrades included, call it a fair play.

And I voted no... :)

So do you think if a formation is to be air transported this should be stated on the army list too?

Its a change to the formation makeup, as they now activate as a single formation until the embarked formation has disembarked.

Air transported formations are able to arrive on the table, leave the table, and come back again all in the same game, and the formations being transported can change during the game itself. Thus increased flexibility for these formations makes more sense if it is to be allowed anywhere.

A valid question. However, and keeping Markconz's valid point in mind, I would tag the air transport deal in with the ability to leave transports at home to garrison. I would allow this, because no changes to actual models are made, only in their use.

I like the flexibilty that this gives to Marines. Although I do not believe that this type of option should be given to any other army. Plus it can only be used if a Strike Cruiser or BB is taken as well.

I would say that the choice for drop or rhino should be made before seeing the opponents list and after finding out what army they are playing.

Yes, everybody is interpreting my suggestion correctly: find out what race you are playing, chose your titan weapons and/or your drop pod selection, then present army lists. ?As others have mentioned this might be extended to other races for "flexible" formations, such as IG super heavy tank companies, Eldar EoV formations, etc.

If the time constraints of a tournament are a concern then it might be appropriate to mandate 3 (or more) "packages" to be drawn up ahead of time and put on the list, forcing the player to have a prepared army list to keep preperation time short yet allowing them the flexibility that is inherent within variable weapon/formation selections.

For example: Let's say that in an Imperial Guard army list for a tournament you have a Super-heavy Tank Company and a Reaver Titan included in your army list. ?When you present your army list it would look like this:

Regimental HQ - 500 points
Mech. Inf. Company - 400 points
Super-heavy Tank Company - 500 points
- Package #1: 3x Baneblades
- Package #2: 3x Shadowswords
- Package #3: 2x Baneblades and 1x Shadowsword
Tank Company - 650 points
Reaver Class Titan - 650 points
- Package #1: 1x Turbo-laser Destructor, 1x Plasma Blastgun, 1x Chain Fist
- Package #2: 2x Turbo-laser Destructor, 1x Rocket Launcher
- Package #3: 2x Vulcan Mega-bolters, 1x Turbo-laser Destructor

Another example, this for the Space Marines:

Tactical Detachment with Commander and Hunter upgrades - 425 points
- Package #1: Commander is a Captain and Rhinos are used
- no other package options
Tactical Detachment with Commander and Two Dreadnought upgrades - 450 points
- Package #1: Commander is a Chaplain, both dreadnoughts armed with Assault Cannons and Power Fists, Rhinos are not taken
- Package #2: Commander is a Chaplain, both dreadnoughts armed with Assault Cannons and Power Fists, Rhinos are exchanged for Drop Pods
- Package #3: Commander is a Librarian, both dreadnoughts armed with Assault Cannons and Power Fists, Rhinos are exchanged for Drop Pods
Predator Detachment - 300 points
- Package #1: 4x Predator Annihilators
- Package #2: 4x Predator Destructors
- Package #3: 2x Predator Annihilators, 2x Predator Destructors
Devastator Detachment with Commander, Hunter, and 2x Land Raider upgrades - 500 points
- Package #1: Commander is a Librarian
- Package #2: Commander is a Captain
- no other package options
Assault Detachment with Commander upgrade - 225
- Package #1: Commander is a Chaplain
- Package #2: Commander is a Captain
Assault Detachment with Commander upgrade - 225
- Package #1: Commander is a Chaplain
- Package #2: Commander is a Captain
Assault Detachment with Commander upgrade - 225
- Package #1: Commander is a Chaplain
- Package #2: Commander is a Captain
Thunderhawk Gunship - 200 points
Scout Detachment - 150 points
- Package #1: Rhinos are used
- Package #2: Rhinos are not used

I think this will allow players a certain amount of flexibility, yet constrain them to set an army up before the tournament.

I think that those rules basically allow a player to re-write his army list before each game ("Ah, my enemy is AMTL... I'll have shadowswords this time then, and my tank squadron upgrade will definitely be composed of normal Leman Russ rather than Demolishers!").

In a tournament situation, the list of units and formation compositions you take to each game should be identical.
