The rule does not specifically say not for CC or FF attacks.  But, it does say that it is unit based and not a weapon modifier.  So, I guess I will withdraw my suggestion regarding Small Arms only.

But, I would still argue that the Scouts should be able to conduct Sniper attacks in FF and CC.

That was the nub of the debate here and on SG. I believe Neal is proposing to add the clarification that 'Sniper' is only applicable to ranged fire (unless it is specifically noted in the unit/weapon stats)

And I think it is clear that the scouts do not snipe with the Heavy Bolter. But for purposes of simplification (isn't Epic all about that?) just add the sniper ability to the weapon stat line.

Oh, and my vote for "sniper for ranged weapons only except if explicitly noted in the unit stats"! :-)

I could make some interesting comments about modern Squad Automatic Weapons and Light Machineguns getting telescopic sights added (although that's more for long-range observation than any implication that the weapons are accurate enough to be used for precision target work).

nevertheless, I think that the best way would be to REPLACE the Heavy Bolter on the unit card with "Sniper Rifles, 30cm, AP5+ Sniper"

call it a 50-point upgrade and be done with it.

I went for 75 points in variant lists and tests to be cautious. If people don't rate sniper that highly (I always forget about it) 50 is fine.
