I'm not sure you'll get everyone to play only one variant at a time, I still think the targeted testing is a good idea. Perhaps 2-3 at once...Just a thought?
Why split playtesting effort between two lists though? It's not like there's that much going on at the moment so it would be better to focus all we can on getting one list finished and approved (which would be a big morale booster) and then move onto the next list, one at a time. It'll be a request for those that are willing to help (and really anyone with a SM army could proxy it as any other SM army with a little bit of counts as), obviously no one is forced to play or test any list they don't want to.
Our aim would be to get the first list, say Space Wolves, tested with the guideline minimum 6 battlereport playtests against approved lists posted up by 3 groups around the world. We don't know how long that will take as it entirely depends how long it takes to get the requisite number of battle reports up, but there would be a clear goal that we would be working towards and progress could be seen. Hopefully we could get all those lists tested and approved by then by I don't think a fixed time schedule is a good idea, as it could take less or more time than is estimated.
I think one at a time would be best but you could have the next list displayed so if you don't want to help with the first list you could submit reports of the next one in line...
