Could the ATSKNF be simply like this:
- space marine formations only gain half the usual number of blast markers (round down*) for
  all effects
- in addition, in they lose an engagement, they only lose one unit for each 2 difference in
 score, instead of 1

*if this seems a bit too powerful, then have a "half blast marker", which itself does not have any effect on game,
but two of them are replaced with one normal. This wouldn't apply to broken formation.

Then all normal blast marker rules apply (one unit suppressed per blast marker, assault resolutions, rallying etc.)

rpr:  The "gain at half the rate" idea was explored in detail during development.  The round down aspect is very powerful, as the SMs would never take BMs for just coming under fire.  You have to do damage to cause any BMs at all.

"half BMs" is a bookkeeping issue.  Also, there is the game effect of what a half-BM would do.  If there are no game effects of a half-BM, it becomes extremely difficult to suppress a SM air assault as with 4+RA armor it's rare that Thawks and LCs actually take damage.  If you want it to have some effect, then that becomes another level of complication in the rule.

Creating half BM's would make Space Marines the best Marshallers in the game, effectively removing twice the ammount of other armies.

They are *elite*, I think they should be the best at marshalling/morale... never retreat, never surrender and for the Emperor, old chap!

'leaders remove two BM's' does that.

They don't need to roll a 5 and remove 10... that's just broken. :D
