I normally try to give constructive rather than destructive critisism, but I really think that this isn't a good idea. It really begs the question why the white scars and not other SM chapters? Is a 'squad leader' type character really going to make such a difference at Epic level?

I would strongly suggest either make the character included in the cost a proper SM character, or drop the character. You can always find another way of making them worth 400 points if they need to be 400 points!
