Just for the record:
There are actually more Wh40k Apocalypse Necron formations than the Monolith Phalanx.
There is also:

Doomsday Phalanx
3+ Monolith. One Monolith must be upgraded to a Doomsday Monolith (more powerful shot and more resilient)

Harbinger War Cell
1 Necronloard
3-5 Immortals Squads (6-10 Epic units)

A new unit type (some kind of heavy gauss cannon or something) is mentioned in either the 40k rulebook or the Marine codex I forget which.

I like the Dragon / Traitor Mech idea.  I always felt there should be some other Necron vehicles as well.  The Warbarque was my way of filling in a large gap between the Abattoir and the Monolith, but there should be lots of stuff IMO.  We're talking about a race that went to war with the Old Ones. A giant tomb guardian is a good idea.  Some sort of command and control structure aka large-hovering-item-of-death-thingy.  And perhaps some children-of-C'tan would be an interesting way to go too.  

I would love a tomb world list that included less monoliths but had multiple fixed portals on the board.  I would develop it if I had the time but I don't.  So somebody else feel free to run with that idea.

You could just say that all objective markers, even ones on the enemy's board half, count as portals! :)

How about...

Own Blitz = No Penalty.
Own Objective = -1 to Initiative test.
Opp Objective = -2 to Initiative test.
Opp Blitz = -3(-4?) to Initiative test.

You want to go popping, you've got to risk a fairly significant penalty.

Possibly an iniative mod would work.  Although I kinda like the idea of the opponent blitz being their home base, their sole location to fall back on.  It also takes the unfairness of having a lousy formation held off board in reserves until the last minute and then taking the blitz point on the luck of a die roll.  Then of course there are other issues of going portal to portal.  If a formation activates, doubles, moves through your own blitz portal, then comes out the opponent blitz, what initiative modifier do you use?  Do you use any?  All that would have to be worked out and sensible.

Then again maybe the trick is to detach the portal entrances from the objectives entirely.  Make them 0cm movement war engines that can be 'collapsed' when they are destroyed.  You could then pay for placement in points, (0-50% up the board = x points, 50-100% up the board = 2x points, and so on).

Anyone know if the Outsider has any influence beyond its dysonsphere?  Has anything been written about it past that detail?  It would be fun to expand on him and what might be his attributes.  The Dragon itself is obviously off limits.

Mnb, the Dragon is not only on Mars, but most likely being poked and prodded at by the Adeptus Mechanicus.  There are a lot of questions about whether or not it AM are taking advantage of his technology or he is taking advantage of theirs, but either way it would be a big no-no fluff-wise to bring him into the picture.  

The Outsider, however, is a C'tan that supposedly resides in this Dysonsphere prison outside the galaxy.  It is one of 4 C'tan left in the whole galaxy and they really don't talk about him much other than he's insane.  Apparently he was tricked by either the Deceiver or the Eldar laughing god) into eating his brethren and so he is quite mad. Past that the details are few and far between.  Heck, it's possible he can escape the Dysonsphere and does, only returning because he likes it.  What influence he has on the galaxy can only be speculated on, which means a list could possibly be written around him I suppose.
