The most amusing part is that the Dragon is on Mars because the Emperor kicked the crap out of him on Earth, and then sealed him there. And then placed a rather powerful guardian to watch over his prison and keep him there.
And it he did it, so that the Dragon's presence would influence the inhabitants of Mars and give birth to the Adeptus Mechanicus which the Emperor knew he would one day need.
So, unless the Guardian got taken out (unlikely but not impossible) then I don't think the Dragon is the one pulling the stings just yet.
It's also the reason why you don't see him in the Game. The Abattoir is sort of representative of him though. Large, imposing vehicle devoted solely to the task of slaughter. Sort of like the Dragon himself
The Orb is a mini-Dyson Sphere, and is representative of the Outsider.
