That's why I forgot about it. It's from Incoming! #3. I was going to use the current Warlord for a proxy.
From what I heard, the current Warlord was originally designed to be the mini for the Warmonger first mentioned in TL, but was slightly loarger than its current incarnation. After the demise of SM2/TL, the model was resurrected and downsized as a new Warlord for E40k.

All I could find was the stats, no how to make it.
Does it mention who the author is? Maybe ask him.

Well it does have certain similarities with a titan from the illustration on p. 16 of the Titan Legions rulebook...
