Are the old marines from the Epic 40k box set Cirica 1990's the same as the current E:A ones? I know the contents of the spure's have changed but are they still the same model just re-spured?

I ask because I plan on buying some new boxes and I have the marines from the old box set. I want them all to be the same. Its one of my OCD things.

Yes. Only the vehicles got a redesign for the release of E:A but apart from that they're all the same models.

Except for the T-Hawk right? Just the tanks, bikes, speeders and chars?

Yes. The scouts and terminators are just metal recasts of the plastic versions

Quick question regarding the current SG infantry offerings: Are all of the sets now metal or are there still some plastics?

I know SG has some of what used to be plastic infantry now cast in metal, but I've also picked up unopened minis off eBay (IG, Chaos) that were in the E:A packaging and all plastic. :sulk:

The 'Space Marine Battle Company', 'Imperial Guard Infantry Company', 'Ork Warband', 'Eldar Warhost' and 'Chaos Horde' infantry boxes are all plastic. Everything else is metal as far as I know.

Yes. Off the top of my head the following  models that used to be on plastic spures are now metal. The rest are retooled plastic spures.

Terminators
Scouts
Marine Bikes
Stormtroopers
Rough Riders
Ork Warbikes
Boarboyz
Feral Orks
Siegemasters
Eldar Dire Avengers & Fire Dragons
Shining Spears
Exarchs (Court of the Young King)

Actually all of these are new sculpts. The Rough Riders too because they lost their mongolian pelt hats and no whear helmets.

True, though regarding the Rough Rider: Isn't that just the regular Rough Rider from the SM2/TL era they cast up?

I have no of my own but from pictures and others peaople telling the heads of the riders are different. The plastik E40k era Rough Riders had Attilean fur cap heads, the metal EA ones have helmets.
