I've seen many people use little wall section to decorate big bases and sometimes even small bases.
(as seen in Onyx's work for example).
My question is, where do they come from and how do I, if i can, get my hands on them.

They came on the sprues with the rectangualr bases. At least they used to. I am not sure if they still come in the bases that GW sells now.

They used to come with the first long Epic base sprues which appeared with Epic40K. I don't think they're still in production. 
Edit: Sheesh, PG got the draw on me! They do not come with the new boxes, that much is for sure.

Yep, I still have a few ... but traded off all the rest. Post an ad here, I'm sure there are some blokes who got some extras !
