Since people don't like snipers in CC and maybe FF here are I think the two fixes.

Option 1 - Alter the rule to say can't use it for x.

Option 2 - No change, errata the lists to include it as a weapon ability for weapons, and unit ability if applies to everything as other special rules currently work.

I like option 2.

If you want it to be used in FF or CC add small arms or assault weapons to a sniper weapon.

Surely 'sniper' in cc is 'assassin'?

I would favour ensuring that sniper is attached to specific weapons (I dont even like the idea of a unit with two weapons, both of which are sniper due to a generic ability), and adding a note that it can be used in ff but not cc where not otherwise stated.

I don't think Sniper was ever intended to apply to assaults at all. It was never brought up during playtest and it was almost 2 years after publication before the question of whether it should apply in assaults was discussed on the boards.

I think it should be ranged fire only.

Just because Sniper was never intended to apply to assaults doesn't mean it should not be applicable in those situations. What is a firefight, after all? Ranged combat where you are up close. I think it would be unrealistic for a sniper to be able to operate in hand to hand combat, but once you put some yardage between you and the next target I most definately think that using a Sniper in a Firefight would make sense.
