This is the first document compiling the rules suggestions collected so far. The core of these rules are the proposed experimental rules. I have not included some rules which, while seeming sensible and sound, have not been in the public domain for long enough to receive comments and changes. These will be seperated out into individual threads in this forum, for feedback. If you have further comments on this document, please open a new thread for your views.

Agreed changes for the next version:

- remove the duplicated section 4.2.3 Aircraft

- add section numbers to the pop-up rule
