Currently, Chroma is working on the draft.  I'm not sure about the thread.

Yes, this is true.  After we hit the one year mark, the effort has floundered.  A large part of this is due to real life issues that have kept me from cracking the whip regularly as I was a year ago, so I'll take the blame on it.

Indeed this really should be a top priority and happen as soon as possible.

It could have a big impact on players new and old and the playability and credibility / image of the Net-EA lists and playtesting. The current situation is a confusing un-user friendly mess - and this is coming from a regular forum member, I have heard and seen similar things from others who have been put off because of it.

I appreciate real life obviously comes first and takes up time, but please so get going with this guys and don't let it drag on endlessly!

In the German forum www.epic-battles.de we had some influx of new players over the last months. Most of them are coming from SM2/NetEpic and we want to show them the light of E:A. Some of them want to participate in a tournament next year and are keen to test the rules and their armies. But answers like "Take the rules from there, add NetEA tournament changes from that place, have a look at the armylist there and I am unsure about the development of that other list", is turning people off.

We need one place with the "official" NetEA stuff to download! Including a complete finalized rulebook.
This is taking for ages already! Else more people will create their own versions of E:A just to have a consent within their group/tournament scene whatever. *sigh*
