Not advocating one way or the other but if you changed the rule so that War Engines always counted as 1 unit per DC you would still need at least one exception.

Because you are not allowed to have more than 2 units (2 per DC for War Engines) in base contact at the same time. So an 8 unit Warlord Titan couldn't actually be moved into base contact with anything under a 4DC War Engine ;) .

It helps people writing new lists but at a cost to old lists, ie Orks who I think are the only existing army who take advantage of this infrequently used rule.

Should we be making Forts any worse than they are and the Ork list less quirky and flexible?

No lists are broken by this, if it ain't broke......

The only exceptions are new lists, The Ork Horde list was one of the original 3!

I'm all for it as it's simple logical and as pointed out allows a single rules exception and only for B2B situations. However I am ALSO advocating that the orkies in this list should get a pass on this rule as quirky is by definition the orks (or I should say was the orks at their pinnacle of fun, freebooterz book). yes|no|icanhazcheezburger?

Should War Engines count as a single Unit for garrison purposes (meaning you could Garrison an 8DC Titan by adding a single scout unit to the formation), or should it count as its number of DC for Garrison purposes (meaning you could Garrison an 8DC Titan by adding 8 scout units to the formation)?

RAW implies the former, but RAW also says that War Engines should only roll 1 dice when Teleporting, and that got FAQ'd to say they roll 1 dice per point of DC.

Why do you think the RAW imply the former? The WE rules state that the default is that WEs count as a number of units equal to DC, which is the opposite of that. 3.0 intro, 3rd paragraph:
Quote:
For most rules purposes, a war engine counts as being ‘worth’ a number of units equal to its starting damage capacity, so a war engine’s starting damage capacity is also used to work out how many dice it rolls in an assault, how easy it is to pin and so on.

I'd say that "most rules purposes" should include the garrison rules.
