I've got a formation with 2 Baneblades, 1 Shadowsword, 3 Lemons, 2 Ogryns, 2 Chimeras for the Ogryns and a Hydra. Which unit whould you put the commissar in? I think one of the Baneblades is standard.

Put him in the Shadowsword.  That way if one of the Baneblades runs away he can still despense the Emperor's Justice upon it. :D
