Okay here we go...
40K Plastic kits (all the Land Raider, Ork Boyz, Tau, etc...) - these are sculptured first at true size and then re-sculptured (in more detail usually) as either 3-up or (as in the case of the Land Raider) 2-up
3-up means three times the size of the finished plastic kit.
Epic Plastic Infantry (and plastic tanks) - these are sculptured first at true size and then as 9-up for the infantry (not sure about the tanks).
Metal figures - sculptured actual size [1]
FW Resin kits - sculptured actual size (even those little tiny 6mm Space Marines)
Therefore Will Hayes is the Master.
[1] What GW seem to do these days is do one master for a metal model and then cast resin copies for the mould creation process to ensure that they have sufficient moulds for the production run of metal models. They use to use metal masters (rather than resin) which caused that wonderful double flash mould line which today is less of an issue.

Hi!
I liked that little troll magazine insert. Thats where I got the idea for necron titan. It had pretty nifty conversions.

They are for 28mm, but I can see using them for a epic fortress with ramps for tanks and everything.

According to Warick at Salute, they arebeing done but he doesnt knowwhen they'll be released.
It seems They're now trying to do a full range for them like the Tau rather than just the termi's & marines though, so it should be worth the wait

I would not mind seeing other Imerial stuff available, just I was looking forward to seeing the old Grey Knights on the table.
I guess I will have to wait and be happy with my new air moble stormtroopers.
