I have exactly zero points of painted models for my SM force. 
I have a few armored units painted for my IG. I will eventually get to paint my army. I have painted more of my oppenents eldar forces than I have my own. I am almost to the point where I can finally start painting my SM forces. I am pretty happy about that. Anyway, what happens if one cannot paint well. Who decides if a peice is painted well or not?

Hah!, Well I got 8K of guard and 1 K of marines (all Epic-A) and A titan (1K).
Plus some eldar (2k) and some orks (1.5), All painted, based and varnished!
About 14K, or so, all in!

Painted IG: 11250 points
Painted Squats: 1850 points
Both for Net Epic.
Well Painted: 0 points. My painting is pretty pathetic; to me gaming is the first thing so I don't bother with highlights or shading in Epic scale. However, I do use different colors for different materials, meaning IG troopers usually have 4 colors: gun, armor/helmet/boots, hands/face and uniform. With Squats I try to use at least 4 different beard colors so the stands don't look all the same.
My IG army colors:
Infantry Trooper: purple uniform.
Mech trooper: green uniform.
Heavy Mech trooper (Gorgon): black uniform.
Officers have gold-colored Flak armor but have otherwise the same uniform color as their service branch.

I only count the painted stuff in my army lists , I rarely use unpainted figs in my force... however, my painting quality is about as good as a one armed elephant, painting whilst standing in a severe crosswind.

I have:
20,000 points plus of well painted Eldar.
8,000 points of mediocre painted IG.
2,000 points of well painted IG.
12,000 points of medioce to well painted SMs.
2,000 points of OK painted Tyranids.
Very few painted Squats.
10,000 points of well painted Orks and near countless amounts of poorly painted Orks.
Some of those numbers are a little high because of Titans. Excluding Eldar titans (have a bunch of them!), I probably have 12,000 points of well painted Eldar (vehicles, flyers, and infantry).
