If you were doing them as a low-pressure injection mould I'd expect them to be made in two halves and then a reduction made in a trace mill (pantograph) which would be used as the masters for the two sides of the mold.  Not sure how it works for the high volume stuff GW uses as the design "negative" has to be cut out of a steel mold.
