Check out Baccus 6mm. Plenty of historical banners and also some fantasy ones. Scroll to the end of each range to find them.

Please note, the flags come without poles. They're intended to be glued on to miniature banner poles. A toothpick or pin will serve excellently. Unless you buy the miniatures too of course. They do vary the fraction of command strips (i.e. with banner poles) upon request.
