Post subject:  Hell and Uncivil Disorder rules

Generic modern and even SF wargames rules for the scruffier and more disreputable side of warfare. This set of rules is for wargames set after the start of the 20th century, we’ve even fought SF games with them. Whilst we’ve normally used them with 15mm/20mm/28mm figures, the rules evolved out of a single sheet of A4 set of 1/300 rules known as Kalashnikov Tribal. So we play the games using 6mm figures as well.

The basic premise is that most people issued lethal weapons after minimal training aren’t particularly competent. The weapon you issue them with isn’t terribly important because they’re not using it properly anyway. But at least they turned up, you’ve got to give them credit for that.

Also we took a different approach to such things as calling in support. Yes there are proper systems and procedures. But the commander with the gift of the gab and the ability to sound convincing and who knows the right people is still going to have more chance of air support when he feels that he needs it. So that you don’t fall into the habit of assuming that you’re part of a competent organisation, we decided that the whole ‘calling up support,’ business was best thought of as a magic system. What other wargames rules have rules that let you wear mirror shades and play round rock music at your opponents?

Another area where these rules differ from others is that you get the Media. After all, the only reason you see the fighting on the TV is that the media are present, and you see what the media lets you see. So they too are an element of the situation that the player has to take advantage of.

Then there are demagogues, mobs, controlling street protests, and even NGOs (Non-Governmental Organisations) who are delivering aid, rescuing hostages and generally ‘doing good’.

I like to think so. It can be embarrassing when you use these rules and start getting historical results ;)
