I think it give three systems today.

The old Epic GW Style. IGUG. All my minis go and fire and then my enemy make his turn.

Command System a la Polyversal. One Commander of my army make his turn and then the enemy commander.

WEGO, that system have i not today played from Majestic Games. Have anyone played it and can explain it?

What is the best or modern system. Have in mind you control a large army!

The bolt action random activation is fun and could scale up quite nicely.

The chain of command "command dice" mechanic really makes you think about where you use your command resources & makes it quite easy to simulate commander "quality". Not sure if it would scale up though.

Posted that a few weeks back.

I prefer alternating luck based. Dirtside II's system is my personal favorite. It's like EA's but you can pass if you have fewer unactivated formations than the opponent.
