How does it compare in feel to Necromunda/Inquisitor/Rogue Trader?

4-10 minatures sounds like Necromunda sized warbands.

Presumably it is a set of rules without much in the way of background, which would infringe on GW's IP.

It's a much simpler system compared to Necromunda and Inquisitor: the core rules fit on 3 pages. There's a lot more freedom: you can use any pretty much any 28mm miniature you want to. You're not restricted to gangers or 54mm Inquisitor models.

Yup. But there's a very in-depth campaign and scenario system, which makes narrative gaming very easy.
