So basically we are saying that the edge of terrain extends out slightly with respect to infantry. They are effectively in terrain for shooting but outside with respect to embarking.
The way i see it, is that the base just represents the probable area that the figures are in, but they might move around within that area. So if one end of the base was in cover, they'd probably all huddle up that end under fire, or run over to the other end to mount up if the APC/IFV was at that end.
And yeah, I play it the same way everyone else is. Always been easy in 5 min warm up, only other variant i've encountered is that one model on the stand must be in the cover area, not just any part of the stand. (which is fine as long as people have roughly similar figure configurations on their bases)
