Hi final Q for now.
This is pretty fundamental but I think people are playing it differently. Does the -1 apply even if the enemy unit is broken?

Yup, the -1 for being within 30cm applies irrespective of whether the enemy formation is 'broken' or not.
Note, the order that formations are rallied becomes important at this point. If the broken enemy formation fails to rally, it may withdraw somewhere else before you attempt to rally your broken formation, in which case your formation may no longer be 'within 30cm of an enemy formation'.
