It's been determined that characters can be added to any unit in a formation, including upgrades. Here's the way I think of it: Spectrar Ghost wrote: Think of it this way: the character does not need to be assigned until the game starts. Thus all upgrades have been chosen by the time it is assigned to a unit. In practice the character is often assigned at the list building stage, though. Is this technically correct? Based on the original Commissar rules I think it is. It allows some freedom at the pre-game stage theoretically: An RHQ with attached Ogryns could have the Commissar in an Ogryn stand one game, and attached to the SC the next. |

I'm assuming you're asking with regards to Commissars? Given the original rule and the compendium rewrite I'd say you pick which formations and units to assign them to at the start of each game. For characters like the SM ones I'd say they'd have to be assigned when building the list though. They aren't covered by a special rule that states otherwise. |

I think this at least partially ties in with the question of if a mandatory character from a formation can be added to a formation upgrade stand. I believe this specific question has come up in relation to Space Wolves characters and Necron lords. The fact the standard advice is to put necron lords in Immortal stands seems to indicate that it is possible. |

So in general (excluding the Commissar), as long as it's done during list build a character can go anywhere in the final formation? |

In general, you can place multiple characters in a formation and even in a single unit, unless the lists specifically forbid it (eg Commisars). However, doing so is risky, and certain special effects do not increment (eg AFAIK you only get a single invulnerable character throw for the unit). Most people will expect the characters to be assigned during list building and to remain fixed, and I suspect this is one of the reasons behind some of the changes in the Tyranid format. The only potential exception might be argued to be the Marines (along with their transport options) to reflect their flexibility. However, I cannot remember this happening in the UK tournaments, nor has anyone argued for it AFAIK. In practice, I would suggest that it is highly unlikely to have any practical use, not least because the positioning of the characters supports the strategic aims behind the list; once the list is set, moving the characters would weaken rather than strengthen it. |

Well, to take the IG as an example: if you know you're going up against orks this game and a titan legion next game, then a commisar on an ogryn upgrade to the SC for the first case and moving it to the anti-titan SHT the next game would make strategic sense. |

For the most part, you are buying characters when you set up the army and they should be assigned then, along with everything else in the army list. Any exceptions, like Commissars, are noted. |

Now that the number of commissars is a fixed number they probably should be allocated at list time as well now. |
